When a fatwa prohibiting the killing of innocents, that's a positive sign? That killing is bad, every person of good will, clear. Who needs a fatwa?
The crux is that the fatwa is not simply prohibits the killing. For if there is a reason to kill Islamic compliant, must be killed.
